* * * * Official Publication MEETING MINUTES BOARD OF HENNEPIN COUNTY COMMISSIONERS HENNEPIN COUNTY HOUSING AND REDEVELOPMENT AUTHORITY TUESDAY, NOVEMBER 10, 2020 1:30 PM ————— (Published November 25, 2020 in Finance and Commerce) ————— The Board of Commissioners of the Hennepin County Housing and Redevelopment Authority met virtually via Microsoft Teams on November 10, 2020. The meeting was called to order at 3:38 PM by Commissioner Fernando, Chair. All Commissioners were present with the exception of Commissioner Opat who resigned his term on November 7, 2020. 1. Approval of the Agenda APPROVED Jan Callison moved to approve the agenda, seconded by Debbie Goettel and approved - 6 Yeas 1 Absent: Opat Pursuant to statute, roll call was taken. The votes were as follows: Greene – Yea; Conley – Yea; Goettel – Yea; Callison – Yea; Johnson – Yea; Fernando - Yea 2. Minutes from Previous Meeting A. October 20, 2020 Minutes APPROVED Angela Conley moved to approve the Minutes, seconded by Irene Fernando and approved - 6 Yeas 1 Absent: Opat Pursuant to statute, roll call was taken. The votes were as follows: Greene – Yea; Conley – Yea; Goettel – Yea; Callison – Yea; Johnson – Yea; Fernando - Yea 3. New Business A. 20-HCHRA-0045 Establish a special meeting of the Hennepin County Housing and Redevelopment Authority on Tuesday, November 17, 2020 ADOPTED Debbie Goettel moved to adopt the Resolution, seconded by Marion Greene and approved - 6 Yeas 1 Absent: Opat Pursuant to statute, roll call was taken. The votes were as follows: Greene – Yea; Conley – Yea; Goettel – Yea; Callison – Yea; Johnson – Yea; Fernando - Yea B. 20-HCHRA-0046 Modify authorized terms for Agmts A1910015 and A1910017 with CLCLT for conveyance of single-family homes in Mpls, extending the date to 06/30/21, no change in recv ADOPTED Jan Callison moved to adopt the Resolution, seconded by Angela Conley and approved - 6 Yeas 1 Absent: Opat Pursuant to statute, roll call was taken. The votes were as follows: Greene – Yea; Conley – Yea; Goettel – Yea; Callison – Yea; Johnson – Yea; Fernando - Yea C. 20-HCHRA-0047 Preliminary approval to issue one or more tax-exempt multifamily housing revenue bonds for an affordable housing project at 15 East Grant Street, Mpls; authorization to apply for allocation of issuance authority ADOPTED Marion Greene moved to adopt the Resolution, seconded by Irene Fernando and approved - 6 Yeas 1 Absent: Opat Pursuant to statute, roll call was taken. The votes were as follows: Greene – Yea; Conley – Yea; Goettel – Yea; Callison – Yea; Johnson – Yea; Fernando - Yea D. 20-HCHRA-0048 Neg an agmt with Alliance Housing for the lease, operation and management of an alternative living setting at 143 E 19th St in Minneapolis, 12/01/20-11/30/21, recv $1 ADOPTED Irene Fernando moved to adopt the Resolution, seconded by Angela Conley and approved - 6 Yeas 1 Absent: Opat Pursuant to statute, roll call was taken. The votes were as follows: Greene – Yea; Conley – Yea; Goettel – Yea; Callison – Yea; Johnson – Yea; Fernando - Yea E. 20-HCHRA-0049 2020 Fall TOD funding recommendations - neg 8 TOD grant agmts, 11/11/20–06/30/23, NTE $2,140,000 LAID OVER Angela Conley moved to adopt, seconded by Debbie Goettel. After further discussion Angela Conley moved to lay over the Resolution, seconded by Irene Fernando and approved - 6 Yeas 1 Absent: Opat Pursuant to statute, roll call was taken. The votes were as follows: Greene – Yea; Conley – Yea; Goettel – Yea; Callison – Yea; Johnson – Yea; Fernando - Yea F. 20-HCHRA-0050 Authorizing certain determinations related to issuance of multifamily housing revenue bonds for a historic rehabilitation and affordable housing project at Fort Snelling Upper Post ADOPTED Debbie Goettel moved to adopt the Resolution, seconded by Jan Callison and approved - 4 Yeas 2 Nays: Conley, Fernando 1 Absent: Opat Pursuant to statute, roll call was taken. The votes were as follows: Greene – Yea; Conley – Nay; Goettel – Yea; Callison – Yea; Johnson – Yea; Fernando - Nay 4. Adjournment There being no further business, the Hennepin County Housing and Redevelopment Authority for November 10, 2020 was declared adjourned at 4:07 PM until Tuesday November 17, 2020.
